U.S. Department of Justice, Tax Division

Since 1998, VIS has supported the Tax Division of the U.S. Department of Justice. VIS developed and maintains an agency-wide Caseload Management tracking system for the Tax Division, Office of Management and Administration. This Tax Docket (TAXDoc) Information Management system is an electronic storage and retrieval system that contains critical data related to all tax matters, filed and not filed, handled by the Tax Division, as well as information about all cases closed since 1977. TaxDoc is a user-friendly tool designed to allow individuals, work teams, and entire sections to manage their workloads more efficiently and effectively.

In addition to enhancing employee performance, TaxDoc gives management accurate information about division, section, and attorney workloads. This feature allows managers to better allocate both human and financial resources to individual cases, teams, and sections. The reports generated by TaxDoc assist the division in meeting its reporting requirements under the Government Performance and Results Act, in responding promptly to Congressional inquiries, and in providing justification for resource requests.

The level of employee access to TaxDoc is dependent upon an employee's responsibilities, consistent with Section 6103 of the Internal Revenue Code and Rule 6(e) of the Federal rules of Criminal Procedure.

TaxDoc is used by division managers, section managers, data management specialists, head secretaries, litigation assistants, the Records Management Unit, and statistical analysis and data management staffs. The TaxDoc tracking system includes the following modules: civil workload screens, opening and assigning a civil case, civil updates, civil closings, criminal workload screens, openings and assigning a criminal case, criminal updates, criminal closings, appeals workload screens, appellate openings, appellate updates, appellate closings, time reporting, records management, post-litigation procedures, FOIA/Privacy Act tracking, and system administration.

The software supporting the system is comprised of an Intel-based server running under Windows NT 4.0, using Oracle 8 RDBMS. The client PC machines operate under an MS-Windows NT Workstation using PowerBuilder 6.5.
